My cartridge filter has a 1½" threaded drain like your filter does. I plumbed a valve into that drain and use it to drain off some water whenever I need to. I have ours hard piped, but you could adapt a backwash hose to it if you wanted to.

I've never heard of them puncturing or wearing the liner, but some people put exercise mats under the feet.

If you're wanting to direct bury the pump cord, it's likely SOOW cord and that's not rated for DB. However there's nothing stopping you from replacing the cord and running it in sealtite conduit underground to the timer.

Most above ground pools that are 4' high meet the fencing requirements without a separate fence. As Pat said you'll need a ladder that can be locked to prevent entry or a lockable gate that prevents entry. Unless your municipality has specific rules requiring fencing.

If at all possible I would get a 2-speed pump, even if it is a larger one. You don't say if the first pump is 2-speed so it may be. That pump has an air bleed on top of the casing. I'd open that and let it run until you're absolutely sure there's no air in the lines.

Adding that much piping horizontally shouldn't affect the pumping greatly. Are you sure you don't have some debris in the impeller, or maybe an airlock in the pump? Those small pumps are very sensitive to airlock.
