    Always go for bigger. No one ever complained their pool was too big. I don't know about your permit -- I'd suggest calling the authority that issued your permits and asking them about making the pool bigger. Good luck! And how exciting!

    I think I'd be hesitant to mess with the top rail. For one thing, you'd have water splashing in your wood (I assume you're thinking of making a wood top rail) and affecting your water chemistry and possibly being an uncleanable source of algae. Why not just cover the sides and leave the top rail...

    I had a 40x15 pool with 2 skimmers, one of which didn't work. The one skimmer worked fine. I think two skimmers will be plenty.

    If you ask, I bet they'll send you a sample so you can see it for real. The difference in color between the US pic and the Canadian one is probably due to lighting.
