Will pool in full shade suffice or must the sun have set? I’m guessing full shade works but hate to assume…

Some chlorine degradation occurs even when the sun is not directly on the pool.
Do the test most accurately by waiting until dark (or close) and before daybreak.

Dark. You want dark. If the sky is illuminating things, there is UV.
Can you probably get away with the sun under the horizon but not 'up' ? Yes.
But.
If you lose just a little FC, it may be just enough to give you a false fail and then you're doing it again.

Use your phone weather for sunset and sunrise time. OCLT after sunset and before sunrise.
