The manufacturer of our specific pool says CH should be between 150-250. The pool math app states differently. Do I need to lower my CH if it's at 380?

That is the minimum they recommend. Above that is not an issue (until you get into the scaling tendency area).

What is the CH of your fill water?

How would you lower your CH?

If you feel you have to humor your pool manufacturer you can try lowering your CH. 250 is as fine as 380.

We have discoloration of the pool. They're stating that high levels of ch will or could results in discoloration.
I'll have to test the ch of fill water. No idea how to lower ch. That's why I'm here asking about it.

High CH can cause scale, but not discoloration. Discoloration is typically iron or copper, or poor gel coat. Low CH can cause cobalt staining, but that is very rare.

Fill water ch is 280

Well then you can get your CH down some if you think it is worth your effort. I would not do it.

100 ppm of CH is really not significant.

You cannot safely drain a fiberglass pool. Read about the Water Exchange process in Draining - Further Reading to safely change out your water.
