We are still fulling supporting the DIG-220 product as an authorized AutoPilot dealer. We're still getting regular shipment of DIG-220 units and products at this time. We still sell some of the parts for AutoPilot systems from 20+ years ago there were discontinued when the DIG-220 came out.
Autopilot cells have not and are not being discontinued. They had to make changes to the product line up due to supply chain shortages for circuit boards.

AutoPilot Pool Pilot is DIY warranty friendly and offers non-prorated warranties as well. US made products with parts readily available for many years to come.
The AutoPilot will look for you to set a purifier % periodically based on testing the chlorine level of the pool. From there the unit increases or decreases the amount of chlorine produced based on water temperature.

Is the cell clean of any visible build-up?
It sounds most likely that it needs to be replaced based on the volts and amps you're seeing as long as there is no visible build up on the blades.
Some of the AutoPilot Pool Pilot units have a high voltage limiter. When voltage hits a high (usually around 32 volts for most units with the feature) the power is cut off temporarily allowing the voltage to drop. The part where you mentioned that you had to repair the cell cord is of concern...

You'll need to run some tests through the Test Pool Pilot menu. I have test instructions that I would be happy to provide. If you send me an email at [email protected] I can forward a copy to you.
The control board (this the button attached to cover which has the display and buttons) has a CR2025 watch battery on it. You'll need to remove the board from the cover to access the battery. It is possible that the battery is dead. If not, the control board has failed.
Just for future reference you'll always want to test the cell/system through the "Test Pool Pilot" menu and only while boost mode is activated.
Be sure to go through an authorized dealer and you'll get a $50 mail-in rebate when purchasing a new cell.
