I just took a look at my pool as I am getting close to opening it for the season and notice my gunite is chipping on the pool platform. Would this plaster work on this type of issue?

Is that a horizontal or vertical surface?
 
It is a horizontal platform when you first enter the pool
That is spalling of the plaster. It is caused by water freezing on the plaster. In the winter, you need to keep the water level below any ledges or at least an inch above so that ice does not form directly on the plaster.

No good way to repair that so it looks good except to replaster the area.

How old is the pool and plaster?

The plaster is probably almost 20 years old. Time to resurface?
