No cell power error shows up on new PCB

Brand new PCB aqua Logic Pro board installed. First thing I get a “no cell power” error. Cleaned cell, checked all wiring and then removed the board. Looks like either the R64 or U7 circuit is burned.
 
You can clearly see the solder points that have been burned. Problem is if I solder them I can’t return the board. Is this a bad board or do I have other problems? Also it is notable that the pool water is clear which makes me thing that the cell is good but some communication error is present.
The old board was replaced because it didn’t communicate with the remote. I tried to fix it and probably made it worse. Point being, the old board did not show “no cell power”
