Algae cannot live in absence of light, so no. But it is bacteria or other life form that gets hold when you don't keep your FC up for your CYA.
 
It, like algae has a biofilm. Brushing and scrubbing breaks the biofilm allowing the HOCl to kill it. That's why we scrub inside ladders, behind lights etc.
Should I also give the DE a whirl. Just arrived from Amazon. Supposed to be having a pool

Backwash. Add DE. Note filter pressure. When pressure rises 25%, repeat the process.

On the SLAM side, check and replace every 2 hour, will speed things along.

If you cannot see the bottom of the deep end, it is NOT safe to swim.

OK to swim if FC is between min up to and including SLAM levels.

If I’m using the instructions on TFP it says to start with .25 cups. It looks like it’s 10:1 water to powder. So 2.5 cups water to .25 powder. Does that sound right?

No change overnight. Only lost .5 FC. Haven’t tried the DE yet. Was hoping cleaning the ladder would have led to some big improvement.
 
Try the DE. Sand filters just take time. That looks like mine did when I found the ladder, took a couple more days. The ladder solved your OCLT!
 
starting week 3 of slam still milky blue and can’t see the bottom of the deep end. Should I increase chorine levels? Try something behind liquid chlorine. Something doesn’t seem to add up. It’s been stuck in this state for days.
