So I marked up what it appears to be but we can work through it.
On top right is the Return pipe. The pipe on far right goes to the pool. Also, the flexible line to the suction side of the booster pump connects to the pool return because it should only run when the pool pump is on and in Pool Mode.
The left side is the return to the spa. The black fixture close to the ground is a check valve which keeps the spa from from back through the plumbing. The Diverter valve between the 2 pipes is OPEN to both pipes. So flow is going to both the pool and the spa. If you rotate the handle 90 degrees such that the word CLOSED is facling to the left, the SPA return will be shut off and all flow only goes to the pool.
If you then rotate the handle 180 degrees, it will open the spa pipe and close the pool and all flow will go to the spa.
On the suction side - the pipes at bottom of the photo, I am guessing you have 2 skimmers in the pool (please confirm). The valve between the 2 skimmer pipes controls how much suction from each. Right now, 1 skimmer is CLOSED and the other is open. If you rotate the valve 90 deg then both skimmer pipes will be open.
Next is the Main Drain. Right now that valve has the main drain CLOSED. If you rotate it 90 degrees then it will open to create suction from the main drain.
The pipe to the far left is the Spa suction coming from the floor drain in the spa. That 3-way valve between the spa suction and the Pool suction works just like discussed above on the return side. Right now the pump is sucking water from both the spa floor drain and the pool (Skimmer). If you rotate it 90 degrees with the word CLOSED facing the spa pipe then the suction is only from the pool. Rotate it 180 deg and then the suction is only from the spa.
There are 2 basic modes for the system called Pool Mode and Spa Mode
Pool Mode - is suction from the pool and return to the pool. So the 3-way valves have to have the word CLOSED facing the spa pipes.
Spa Mode - is just the opposite - suction is from the spa and return to the spa. So you would rotate both 3 way valves 180 deg (to have the word CLOSED) in front of the pool pipes.
You have a Jandy automation system which is supposed to control the 2 valves to automatically switch between Pool Mode and Spa Mode. However, I see one of the valve actuators sitting on the ground by the Return pipes 3-way valve. It has a wire connected to it. That actuator is suppose to be mounted on top of that 3-way valve. The wire connects to the automation to allow you to press a button that then commands the 2 valves to rotate. Do you have the other actuator for the suction side?
