The intoxication issue should not be a problem since we don't drink and have no plans to have heavy drinkers over. The wall does come up some at the parking area but if a vehicle hit it hard enough it could come in. And the fence would not stop it either but it does provide visibility. It looks almost like paint or label material from a cut off wheel. Yes, I have a Dremel and lots of the abrasive tips. I'll probably take a look at it tomorrow and see what it needs.If the sandpaper does not work you can try and sanding barrel on a Dremel tool using a very light touch.
