Spa draining. I've checked all of the usual suspects

My spa has recently started draining when the pump is off. When the pump is on the spa has a spillover which functions as expected.

I have two Jandy valves with actuators which move for pool mode or spa mode. I removed the actuators and manually moved the valves to ensure they were in closed position. I opened the actual valves and inspected them for debris, cracks, broken rings etc.. I found nothing. I also have a check valve which I originally thought might be the culprit. I replaced the flap and spring.
Spa still drains. Any idea how to proceed? Thanks
 
I do have a Paramount In-floor cleaning system. According to the manual there is a check valve between the cleaning canister and the spa.
In my case this would be buried underground in a flower bed. It would be a pain to dig up, but I may do it.
 
I cannot plug a floor port.

Can you post pictures of your equipment pad? Focus on return lines, etc. Let us know what mode you have the valves set for when the pictures are taken.

Maybe pan back a bit? I am looking for the make up line for your spa. The line that sends water to it when your in pool mode.
 
If you believe it is the spa jet side leaking back, then you should get a rebuild kit for the Jandy valve and pull it apart. I would not pull it apart until you get the rebuild kit.
 
I believe there may be a check valve on the floor cleaner but it’s buried underground. I semi attempted to dig it up but can try again. I thought if it was leaking through the cleaner then the level would be lower. Maybe not?
 
Well, you have a dilemma. You are right, if you pool water level is still lower than the level it is currently draining to, then it would not be in floor thing.

I assume the spa runs fine when you move the Jandy valve for that to happen.
