2 breakers is not required but it makes it easier finding the problem when you have a breaker or GFCI trip.
If you do have an electrical problem with your light you don’t want your SWG to be disabled.
I prefer to have the SWG on the same breaker (and timer) with the pump; that way, if the pump craps out for some reason the SWG is not running. Dangerous situations arise when a SWG is running with no water flow.

You only "need", by code, GFI capability on the light (and any outlets near the pool).

2017 NEC requires GFCI protection on pool pumps, gas heater, most types of lights, and 120v outlets.
What version NEC code, if any, applies in an area varies.

Interesting. My pool was installed in 2017 and they only GFI'd the lights and the outlets. The inspector told me nothing else was required to be GFI'd, just bonded. Bonding was the big deal. (Maryland)

Likely the 2017 NEC had not yet been adopted in your area. It often takes a few years.
NEC gets revised every 3 years. So there is a 2017 version, 2014 version, 2011 version, 2008 version, etc. It is up to local governing bodies to declare what version they are following. They often lag and sometimes skip adopting versions.
I have decided to split them. I'll run the SWG on a GFCI Breaker by itself and the 12v light I will run off of a GFCI Plug.

I don't believe that the SWCG has to be GFCI protected??? It can't hurt, but can't see why it would be needed as cell does not have anything but low voltage DC going to it.
