Best size and make of propane heater?

That's a huge pool water wise gonna be pricey to heat it up with propane. A heat pump would probably be cheaper. Any gas heater can convert for propane you will need the big 400k btu models to make a dent in temperature. I'm a big fan of raypak and the cupro nickel models.

Electric Heat Pump or electric resistive heat?

Heat pumps are limited to around 140K BTUs. It will be slow heating your size pool.

Next time I'm at the inlaws I'll snap a pic of their 20x40 monster with TWO heat pumps. One is a regular one and the other is the new style that is AC for your house and dumps the heat to your pool. Their AC took a poop so they spent some bucks but it works
