When should I do it? If I do t run my pumps it’s at 7.2, after pumps are in it’s 8.0...when is right to test and adjust?

test any time but if pump running test in front of skimmer
you must be getting be getting a lot of aeration coming out of pumps

When are you adjusting pH now?

Test pH anytime. Adjust it when it gets to 8.

As @aussieta said, your pump is causing your pH to rise. So best time to test is when you are done running your pump.

I have a related question ... I just got my test kit from tfktestkits, and I notice that the color of the solution (spa water plus drops) changes over time. So, if I read the chlorine and pH right away I get one set of values, but if I put it down and come back a couple of minutes later the colors darken a bit and I get slightly higher readings for both. After that the colors stabilize and don't change at all. So which reading is the correct one - the one right after adding the drops, or the one I get a couple of minutes later?
