Yet another Texas pool build!

Well I haven't been on in awhile but basically we are at another milestone in the pool build and have gone through some frustrating times and we don't even have a hole in the yard yet.

After signing the contract the next day the builder sent me all the info I needed to get an application to my HOA. The builder told me that I needed HOA approval before the city would issue a permit on the house. I sent that off the next day. About a week and a half later one of my neighbors in the cul-de-sac (who is on the HOA board) asked me when they were going to start digging. I told him I was waiting on the HOA approval before we could get permits from the city. He said he would call the guy who does that for me (they use a 3rd party company). He called him and he said he needed more info and was mailing that to me. I didn't have a clue what he could have needed because I sent everything on the form they required. My neighbor asked me for my email and said he would have the guy email me the letter instead to make it faster so I gave it to him.

The next day I got an email with the letter. The letter stated that they couldn't process my request until they received payment for $1125. I sent a check with that amount with the application so I emailed me back and said that I already sent a check. He then emailed me back and said they sometimes lose checks and would check into it. I called him the next day and he told me that they still hadn't found it. I gave him more info about the check# etc... so he could try to find it. Then I asked him if this would hold up my pool acceptance and he said he would go ahead and forward the application to the committee. I explained that if he didn't find the check I would have to issue a stop payment on it and would expect them to reimburse me for that. He agreed.

So then it took a couple more weeks and the builder told me he was going to file for a permit with the city. I thought he told me that they needed the HOA approval first. Well turns out the city and the HOA accepted the pool on the same day today. Next week we pick out finishes and I am not sure when they come out to paint the pool on the ground but I am hoping it starts moving soon since I have permits!

I am a little confused, why in the world would HOA acceptance be required to build something in your backyard. This seems quite outrageous! I can see approval maybe need if you are going to build a second structure or large barn etc. But for a pool....
 
Lol az! Welcome to the world of HOA's! We had to get permission for our trampoline and playset, neither of which are even permanent structures. For a pool it's permanent and they want to make sure it's done to their specs and not over any easements. I've already been told mine will be denied immediately and I'll have to appeal because I want to go over an imaginary line that is not on my survey but is in the deed restrictions for a corner lot and because I want to encroach on the build line. It IS crazy but very common. Especially here in Texas.

Wow! I can't believe that an HOA can have power in your backyard that you own. AZ has taken a lot of power away from HOAs down here. But they are still around and full of nothing but people who have nothing else in life and need the "power trip" to feel good about themselves.

We had to get our HOA approval also. They were quite the pain to deal with. A bunch of average people acting like they are professionals on every subject. They were the worst part in our whole process..and we had quite a few hiccups along the way...

So what did you decide to do on the back where the flow of water needs to be diverted?

Frankly I don't want to wait for more stone to be delivered. It has been taking at least a couple weeks. I plan on having them backfill it and if it doesn't work well it is up to them to fix the drainage. They want to charge me for the extra wall (I honestly don't know how much). When I signed it was the responsibility of the PB to handle it. We'll see what happens.

Yep they are really far. Just a small amount left. I really need to meet with my PB on Monday to get everything squared away what is left before they leave. I am still not sure what they are doing in a couple spots so I want to make sure that is handled before this crew thinks they are done.

Mostly they care about the easements. I don't know why they care because the city would catch that for the permitting process anyway. The other thing they care about is the damage to the front and the fence. The pool really is out of site/out of mind.

In Austin they still have quite a bit of power from what I can tell.

I wish I could say the HOA was the worst part of my experience. They were definitely a problem and super annoying when I was at that point but since then I have forgotten about them until someone quoted on it.
 
A big problem in Houston too. City won't always catch the easements though. [emoji2]. Here in the good old suburbs of Cypress we don't need city permits or inspections. There are pros and cons to that. Lol

That is true I bet most cities don't catch everything. I know in Austin they catch stuff, then you fix it and the next inspector catches more stuff the 1st didn't and it goes on and on.
 
I took some more photos of the work on Saturday. They have a bunch of little stuff to do. They have to trim out around the boulders at the steps, they have to do the pavers in the area under the stairs, they have to fix the cracked coping stones they shouldn't have put down and two pavers in the main deck that are cracked. Plus it appears that they think they are done with the path between the two decks. I still expect them to fill that in with pavers or trim it so it doesn't look like one side isn't finished. With that all said I am super estatic with how it is turning out. I am way happier with it than I thought I would be. I think with all the changes along the way I just was unsure of the entire project. It is difficult when it is a huge hole in the ground to envision how it will turn out.

Do you have a Pebble date yet? I apologize if I asked this already.

No not yet. My PB told me that it would be about a week after the pavers are done to do the landscaping. Also the electrician has to come out and finish up that stuff. Then repair the fix where the tractor hit it and it is falling over from them pushing dirt up against it. Then plaster. I am guessing 2 to 3 weeks now. We no longer have material hold up issues. All the materials needed to finish are here.
 
NICE work! How did they react to you saying it was not done? I can see what you are talking about with the "not done" look. How do they think they can fix that?

My girlfriend sees what I am talking about. Not sure how they plan on fixing it. I told them to fill the entire thing with pavers up to the pool. I think they have enough because there is probably 1/3 of a pallet left and they already used them for so much stuff. Either that or use the caps which they way over ordered and still have 1 1/2 pallets left in my yard. The caps are along the edge of everything and are what the stairs are made out of. I think the part they aren't happy with having to fix is the straight part. It means cutting all the stone looking pavers again, plus the step risers need to be knocked out and put back in and then cutting the path again to be curved.
 
I guess it must be my old eyes because I don't see what unfinished part you are referring to. Is it pic 3 where the sand/ dirt is? If so could you put plants in there?

Yes it is #3. When I was told they would use the other blocks for my paths and stair landing they told me that there would be a "Soldier Course" which means that there would be trim on both sides of the walkways and paths. They haven't really done that. To me it doesn't look finished because there is the larger trim pieces on one side but not the other. Yes that was a planter on the original plans but it is in reality too small for plants once it is trimmed out. The reason for that is another problem where the entire pool is in the wrong spot so if you built that path far enough from the pool to have a planter you would be in my utility easement. Before they dug the hole I kept asking if everything was going to be outside of my easement. Turns out way later in the process and they laid out the path and the far side deck both were in the 10' easement by a foot. Everything had to be moved over to fit. This made my far deck more oblong to keep the same square footage and the path is now closer to the pool. So either I get a narrower path and keep the planter or I widen the path and just eliminate the planter. I have so much vegetation in my back yard that frankly I don't think I need the planter. Plus it isn't plumbed for irrigation because I didn't realize it would be all raised out of the ground. The path was supposed to be at ground level which would have allowed for me to plumb irrigation later but now with the wall there I don't think it would be that easy. If I don't have irrigation then I will kill everything in that planter anyway.
 
Update...

THERE ARE TWO CREWS WORKING AT THE SAME TIME! What? I think I live in an alternate universe. I swear they must be sick of me and trying to get this stuff done now. The landscape crew is out fixing the backfill and my sprinklers at the same time the deck crew is finishing up all the pavers. I am so excited I think we might be in business in the next week or two. Maybe plaster soon???
