You could tile it with either your current water line tile or find a tile that closely matches the coping color.

Thanks for the advice... Shouldn't I be compensated for not getting the Moss Rocks I want at the spill line? Or is it not a big price difference?

If you paid for moss rocks in your contract and they are not there then there should be some form of compensation/discount. Possibly an upgrade to the tile they now need to install due to forgetting the moss rock. Talk to the PB about it.
