Why can't a chemical company make a hot tub Dichlor without CYA? Is CYA a necessary ingredient in hot tub chlorine? Or maybe an automatic dispenser/floater for liquid chlorine?

At room temperature, chlorine exists as a gas. The only way to deliver it/use it safely is to combine it with something (CYA or calcium for pools) to make it a solid.
