Why are pool products so wrong about FC?

Why are instructions on pool chlorine products always so wrong when it comes to the amount of chlorine? I have no doubts in the quality of the bleach from Home Depot but why would they say to use 1 to 1.5 for FC in stabilized pools? If they are saying up to 3 with no cya then why wouldn't they have enough logic to know that FC needs to be higher with CYA? The novice pool owner using pucks is likely to have cya way too high than none at all.

They are not up on the CYA/FC relationship. They are still using the "old way" that does not take in account needing more FC if the CYA is higher. Notice they just say "stabilized" with no mention of numbers. I think that says it all.
