So I've got my new build complete and filled. I have all levels in an acceptable range. I'm going slow at establishing my CYA count to be safe. While playing with the pool math app I noticed that the less CYA is less FC needed. The higher CYA count needs a higher FC. My question is why wouldn't I want a lower number CYA and use less chlorine?

CYA protects chlorine. So your levels will be higher but the sun will burn less off. So you may need a target of 7 instead of 4, but you’ll only lose 3 per day instead of 5. Check out the pool school it has good articles on FC/CYA relationships and many other things.
