That has been an ongoing issue for some pumps for years. I have never seen a definitive answer as to why, but the first thing to check is a bad shaft seal. Here's a thread from seven years ago:

Definitely a bad shaft seal and I am replacing it. I should have been more clear, What can/should I do to the body of the pump to clean it up and protect it from getting worse? Or just leave it?

Scrub it to get the loose debris off, sand lightly, paint it. There are spray paints that are very close to that color for about $10.00 or less. You will find that if you get a satin, or flat, you'll like the results better than gloss. Those motors are actually powder coated, not painted.
