I just purchased the CircuPool RJ-60 and want to know if I should install prior to opening my pool, or get the water levels right, then install?

Entirely up to you. If you install it before the pool is balanced, you'll leave it off, without harm. Then you'll fire it up when the pool is balanced with salt added. 
when its time to open your pool you will be more interested in enjoying the water rather than installing the swg. I bought the dummy cell bypass and did all my plumbing in early january, followed by mounting the controller box and routing the cables. Next I balanced my pool in early feb as the temps were rising. Early march dropped in the cell and stopped using liquid chlorine, now enjoying the water life and playing with the % adjustment settings
