I'm having a pool built in my back yard and I noticed what looks like a leak stain on the side (see pics, below) Do you think this might cause a problem? The pool still needs decking and plaster. The builder started on this pool back in November of last year and is still at it on and off. The builder took on too many jobs for their subcontractors to handle. I'm hoping that they can finish before the swimming season is over. Any ideas with regard to solving these problems?

It sure looks like some water behind the concrete is coming through... I would ask the builder about it and see if they can waterproof that area before the plaster install 
If that's a leak, I'm wondering if there are more leaks hidden underneath all of that stagnant rainwater at the bottom of the pool. There are drain pipe penetrations down there.

it is really not a leak, more water behind the surface than anything.... You can have them spray the whole pool with a waterproof spray and that will help...
