What’s the danger of a badly torn winter cover?

I just noticed our dog has torn two large holes in our winter pool Cover, each approximately 6 inches wide by 20 inches long.

The pool is frozen, and I don’t see any thaw in the forecast for at least a couple weeks. What danger does this pose to the pool?

Obviously, I need to repair it, but no tape is going to stick in weather this cold, so wanted to get a sense of the urgency.

Searching the forms, I was unable to identify what the danger actually is.

That it rips further and the pool gets nasty, unless its a safety cover and someone/something (like your dog) still thinks they can walk on it after it’s compromised and they fall in.

The safety aspect is gone as said above. It'll still 'cover' most of the pool but somehow 86% of blowing crud will find the 14% that's ripped. Murphy's and whatnot.

The danger is to your dog or other critters walking on the cover.

The cover can shred and your dog fall in and drown.
