When I run a flat knife thru these water falls to clear obstructions it feels like there is either a small metal post or tiny pebbles inside of them. I'm thinking they should be completely free of any obstructions, am I correct?

Does your waterfall get filtered water?

If you see gaps in the waterfall stream, debris has lodged in the opening of the waterfall, or the water flow is too low.

Use a credit card or similar object and gently position it inside the opening while the waterfall is on. Slide it along the opening to the point where the debris is located and gently pull the debris through the opening. Do not use a metal tool.

If there is no debris in the opening, clean the filter and filter basket and check the position of the flow valve to the feature.

Your (most likely) PVC shear descent probably has small internal (PVC) vertical supports to help prevent the unit from collapsing from the weight of the concrete above it and to hold its shape.
Debris tends to get lodged in and around these supports.

My shear descent has rows of these supports. I used a hacksaw blade and utulity knife to remove the first row of supports and the water flows much better. I still need to clean it out occassionally. If you choose to do this, only remove the first row of supports you can see. YMMV
