Waterbag alternative idea

OK, I'm just spitballing here, but maybe someone else has had this idea (or maybe executed it, in which case let me know cuz I'll buy it).

I have a solid cover for my 16 x 32 inground. Every year I wrestle with how best to secure this. I've used waterbags, waterblocks and also lumber. All have their drawbacks, as everyone knows.

What I'd like to find (or invent) is a single, rugged tube, about the diameter of a firehose, long enough to circumvent the pool. After laying out the cover I'd unroll this around the perimeter of the pool, connect my garden hose to one end and fill it up. No more messing with dozens of waterbags, waterblocks, etc.

Anyway, just throwing it out to see what happens.

An interesting idea, but some questions/concerns that would need to be handled:

How will you fill a long hose and get the air out of it?
How will you keep the hose from moving while it is being filled? Large round objects tend to move around very easily.
How will you prevent damage from the water expanding when it freezes?
How will you prevent the hose from moving during freeze/thaw cycles?
