Water coming into pool after pebble

My Pebble was completed today and I noticed a spot in the pebble that was leaking water into the pool from ground water.
This area was a visible leak in the shell before the pebble that was supposed to be covered with hydraulic concrete before the pebble.

Is it a problem? Or will this fix itself once pebble cures?

Thanks

Welcome to TFP.

Do you know if the hydraulic cement was put on?

If there was a crack in the concrete shell below the finish and it wasn't addressed properly, putting a "band aid" over it won't help. If the shell moves even a little the hydraulic cement would crack as well.

I assume this is a new build, not replaster?

How much (%) have you paid?

Plaster is not self-healing.
