Water Clear But Cloudy

I've been testing my chlorine daily and I've been following the Poolmath calculator and adding roughly 2 gallons of bleach a day. Even though I've been adding bleach daily, are pool is in direct sunlight most of the day, so I know it burns off. Our CYA is testing as 40. Here's my problem. The pool looks great from above. You can see the bottom from the deck or while in the pool. However, once you dive under the water, it appears very cloudy. Here's my question - what is causing this to happen? When we first started getting in the pool after it was filled, my husband and I could see from one side of the pool to the other; now we are lucky to see 4 feet in front of us. However, the pool looks great from above. I have been adding chlorine to attempt to keep a FC level of 6.0. What should I do next?
 
Two things

1) Overnight Chlorine Loss Test If it passes, you can heave a sigh of relief that it isn't algae. If it doesn't, you've found the source of the cloudiness.
2) Pool School - Add DE to a Sand Filter As more people start swimming, you're going to get more dead skin and so on in the water. Swimmers also tend to run on the walls and stir up dust that used to cling to the walls. So there are more floaters in the water. The DE will strain out much smaller particles. It will be like laying window screen on top of chicken wire, just on a microscopic scale. You'll know if its working because the filter pressure will shoot up lots faster than normal.
