water adjusting after new liner and opening

Hello, It's pool time here again and I am still adjusting my new water after getting a new liner last Fall.
It seems I lost quite a bit of CYA over the winter (now 20 instead of 30ish). I opened with dichlor to raise it a bit but it doesn't seem to have done that, unless it doesn't register correctly for a few days? PH is about 7.4. Alkalinity of the new water came in high and is around 130 now. Shall I just wait for my PH to go up and then bring down the alkalinity with that OR should I do it now and then increase the PH? I like making conservative changes.... Also would the CYA increase show within 12 hours or longer with the dichlor? I will resume with liquid chlorine once I get back into range. thank you as always.
 
Let's get a complete set of numbers for the new water. If you think you had CYA 20 then it would be best to add the rest via granular to consider it done. The dichlor has it's uses even with TFP but not where your at. TA of 130 is the leave it alone kind and will get lowered as you have PH rise and control it with MA then the TA comes down slowly too.
