You clean/purge the lines the water is in. They test them at the factory then drain the water but they don't make sure every bit of water it out. This dampness causes nasty stuff to get a foot hold in the pipes so they need to be cleaned even though the spa is brand new. Now if you buy a USED spa it is even more important!
