Walmart 10% liquid chlorine more like 2% strength

I had been adding 32oz every night to my 12000 gall pool and the following mornings my FC reading was zero even though the water temperature was no more than 65. I just tried a bottle from Ace and put in the usual 32 oz and the following morning had a reading of 2.5 FC. The next night I did the same thing using the Ace version but tested the water an hour later and got a reading of 3.5. Next morning it tested out at 2.5 which was fine. I use the Taylor drop test kit btw.
There is no question that Walmart chlorine is no more than 2 %. I only have 1 case of 2 and 1 full bottle which I shall be returning for a refund. I had already used the other 4 cases so am out of luck. The cases were stored in a spare room with an average temperature of 75.
 
Probably old stock by date code. I've not had trouble with reasonable date codes from Walmart but this is Arizona and I do always look for the best dates. Today I actually found good date codes at Home Depot while I was buying my salt (25086 and 25107). I picked up two cases out of convenience.
