Volts and Amp Question for SWG

Hello TFPers

So how does this work, should the SWG read 0.0 Amps when not producing.
I ask because I just replaced my SWG and it reads 25.5 Volts but the Amps read 6.5 down to 6.0 for a while, but when i come back later the Amps read 0.0

I am running above normal chlorine levels (i put a bit much liquid in when waiting for the new SWG to arrive) so perhaps the SWG is not producing CL and reads 0.0 Amps?
 
There's a 180 minute cycle. If the percentage is 50%, it will generate for 90 minutes and then be off for 90 minutes.

During the off part of the cycle, the amps and instant salinity will be zero.

The "Generating" light will be on any time that the switch is set to auto, even during the off part of the cycle, which can be confusing.
