Trouble getting TA to 50 and staying there

I've read not to worry about TA as long as it is at least at 50ppm. The problem is, I can't seem to get it to 50ppm and when I do, it doesn't stay there for long. All my numbers are ok (I think), water looks good, but I want to make sure I'm not damaging anything and would like to know if I should add baking soda to increase TA or leave it alone.

My current numbers are:
FC - 9.5
CYA - 48
pH - 7.4
TA - 40

The only way to lower TA is by adding acid or acidic products. Trichlor (chlorine tabs) are acidic.
 
To clarify, my TA isn't moving - it's consistently staying at 40ppm....unless I add baking soda, then it'll rise to 50ppm, but then drops back to 40 w/in a couple of days. I just read that it needed to be at least 50ppm, but also read to leave it alone if pH is good. I just want to make sure I'm not going to damage anything if I let it stay at 40ppm?
 
If you are adding baking soda and the TA goes back down, you are adding acid somehow. Otherwise the TA would not go back down.
 
Hmmmmm...well now I'm really perplexed. Does rain have acid in it that would make the TA go down or the only way TA drops is from some sort of chemical? I consistently chlorinate w/liquid and only occasionally use tabs. Even when I'm not using chlorine tabs, my TA stays at 40.
 
Only other way is large amounts of water exchange using very low TA fill water.

Raise the TA to 70 ppm using baking soda. Test TA weekly.
