Travertine issues

Good morning,
We built a pool about two years ago. After the pool was completed, our construction manager told us to wait until the last month of a 12-month warranty period to submit a ticket for the travertine decking. He said this way they would take care of everything at once, rather than coming to replace or fix individual sections or pieces during the warranty period.

I submitted a ticket for broken pieces and uneven sections. PB sent a contractor. The contractor came to work on the decking but didn't fix everything and left.

I have reached to the PB multiple times. At first he told me that I was out of warranty period, but then refused to rectify. Then he said he would send someone one more time to replace broken tiles. Nothing about the leveling.

Here are some pictures. Does any of that look normal and up to standard?
These are just some pieces and areas. But most of the decking is uneven.

What is the best way to handle this situation?

What is the base under the travertine stones?

Do you have in writing the construction manager saying to wait until the last month of a 12-month warranty period to submit a ticket for the travertine decking?
