Toprail paint suggestions

I have e few rusty spots on some of my top rails. Does anyone have suggestions on what type of paint I should use?

Usually I don't like to paint, but Im gonna do this in the pool with a small brush... just a few spots.

I use gloss White Rust-Oleum on my coping. I paint the entire thing at once and use small diameter 4" wide foam rollers. For heavy rust it's best to use a wire brush of some type first to get down to bare metal before painting.
