Tile Repair/Trying to Avoid Replacing the Whole Lot!

Sooo...after the 'great freeze' of 2021 (second pic) it was clear that the tile on the waterfall was starting to separate, mostly near the corners, and no doubt due to frost getting under it. The tile on top has already been replaced and regrouted with an epoxy grout, but on the sides, it's the original tile/grout, which is now almost 4yrs old. We lost a few tiles last summer/fall, but now we're losing a few a week.

Do I have any option that are not as dramatic as removing it all and having a do-over, but that still look good? Doing the top was fairly easy, doing the sides, at least the one over the pool, will be more complicated. The tile sounds 'hollow' 6-8" from the corners, but I'm sure over time that'll get worse.
 
You can do it all over once or end up doing it all over in pieces the next few years.
