I think it's more likely that is a quality control number, with the 935 identifying the line that made it or quality controller who inspected it and the 01 being first shift.

I imagine the date code is elsewhere on the bottle or was on the box it was delivered in.

Yes it can potentially be up to 17% if you purchased it directly from the plant on the day it was manufactured. Unless it was stored under ideal conditions it is probably much closer to 12.5% than 17%.
 
I get that brand of chlorine from Ocean State Job Lot. That's a lot code. Super Shock doesn't have date codes, either on the bottle or box that I have seen. With the volume of chlorine that OSJL moves, I never had an issue with old chlorine.
