First time cleaning the pool filter since I let go my pool man. Does the Stay-Rite S7m400 filter require DE? I've looked at the manual and it's doesn't state anything.

The S7M400 is a cartridge filter. You do not add DE. When the clean filter pressure increases by about 25% you will need to disassemble it and clean the cartridges as shown in the manual.
