Sta Rite Intellipro, flashing power light

I'm having the same problem (green led blinking, blank display blinking, and none of the buttons function) with the same pump (Sta-rite Intellipro VSF) after several quick successive power cycles of the main house breaker.

Does you pump have an LCD display? If not, the troubleshooting guide in the manual for the Sta-Rite IntelliPro explains what the green flashing light indicates.

How old is the pump?

Check the voltage line to line.
