What is this spigot for coming from my filter?

Pool builders add that spigot often.. It gives them a place to pressure test the plumbing, when the pool is being built. You can use it to drain excess water, if you wanted..

If you get a lot of leaves in the pool, you can get a "leaf eater" type vacuum, hook a garden hose to that hose bib, turn the pump up high and get great water pressure and not dilute your chemicals with added water from a bib on the house.

Yes. You need to monitor the pool level as it can get too low quickly, depending on the size of the pool.

Yes, and you want to use a garden hose to get the water away from the equipment pad.
