It seems to be all too common as problem.
It looks like you have two check valves stacked on your spa line.
What are the pipes to the right or the POOL RETURN pipe?
What automation system do you have?
The main valves do not make a difference when your spa pipe is partially open to allow your spillover to run when in POOL mode.
