I bought my house about a year ago, and I believe the plaster is original from 2008 when the house was built.

The standard plaster is flaking in a few spots, but overall still in good condition. We have had 5 contractors come out to give estimates on replacing the plaster.

Since this will cost $5000+ we plan on using the pool/spa for one or two more seasons before we have the plaster replaced.

In the Spa, there are several spots on the bench where the plaster has flaked off, making it uncomfortable to sit.

It is safe to sand down / smooth out the rough patches?

If so, what should I use to accomplish that?
 
Try using 80/100 grit wet dry sandpaper to smooth out the plaster.
