While SLAMMING, or just as a general setting, should my valves for the skimmer and the bottom drain be open to 100% or maybe all filtration go to the skimmer just while SLAMMING?

I would adjust them so that water is flowing through both/all plumbing if possible, assuming both drain and skimmer lines are operational. You want to avoid any stangant areas, so having fresh chlorinated water run through all the pipes is a good thing. After the SLAM, you can adjust the skimmer/drain as you prefer based on personal circulation and surface skimming preferences.
