Yes the original collar with have to removed for you slide new extension collar in. You will have to add material to support the square lip underneath, otherwise it’s a safety hazard. Usually builders build there own lid covers or do a pour a lid some are square with different dimension.

If that’s pavers around the skimmer you can add pavers around and cut them to fit a collar and lid. They aren’t completely flush with deck, some people don’t like that.
Often times the extension sleeve is just formed out of concrete. @AQUA~HOLICS is more knowledgeable in construction side.
