Shorcrete weeping

This was an area in the shotcrete that was weeping from ground water. The PB put some hydraulic cement and water proofing over it but as you can see it still weeped. Will this be an issue once the pebble aggregate is installed?

Concrete is porous so water, if it is present, will come through. My understanding is that the plaster is what makes it waterproof so once you get that part done, this should resolve if there’s nothing else going on.

When water is able to transfer from one side of the Shotcrete to the other like in your picture it’s because of a crack that’s traveled completely through the pool wall and not from absorption.
Provided is a picture of typical water transfer from one side of the shell to the other via the small surface areas around plumbing pipes that the Shotcrete has not been able to adhere too.

So does that means I'll have issues if they apply pebble over it?

Yes and a good plaster crew would not cover that with their product.

How can this be remedied?

Surface completely cleaned so only Shotcrete is exposed then a hydraulic cement applied to the area.
Your builder may not have prepped the area properly prior to patching.

You're not going to want to hear this but the best way to handle weepers is simply chip out the damaged areas and re-shoot with shotcrete the right way. If using hydraulic cement there should be an anti-fracture membrane over that entire area.
