Shock powder and filter

No, that is NOT normal.

How old is your filter? Have you ever opened it up and given it a good cleaning? Sometimes the sand get channels in it and if you carefully clean it with hose water you can reposition the sand back into place.

Are you adding chemicals to your skimmer? If so, please don’t do that. For starters it can clog the pipes. Worse it can damage all your seals & equipment.
What type of powdered chlorine are u using? Trichlor, dichlor or cal hypo?
Are you trying to solve an issue with these?
 
Add it directly to the pool, not the skimmer, and use the brush to move it around and make sure it dissolves if you want to continue using powder. Or you could switch to liquid chlorine and not have to worry about the powder.

A working sand filter will NOT allow visible particles to pass. Something is wrong with your filter if it is.

Pump running, what is the psi on the filter gauge? When did you backwash last? What does your water look like?
