Great. We have ruled out the new/old utilities. Sorry I was wrong but these were your most likely culprits if it wasn’t the electric company. Still though, progress is progress. :)

Now you either go back to the power co and get them to fully lift the house from the street either at the end of your driveway if they have access to it, or transformer. Maybe they did last time or maybe they just lifted one leg at a time.

Or. Go after it yourself reverse engineering style from the hot nuetral/ground bar. Pull the house ground and use your own ‘screw driver ground’ to test each wire on the bad bar. One at a time and also testing the bar with each wire off. It could be 2 or more sources. Then we know the sources.
 
Did the problem seem to correlate with installing the solar?
Unless the panels powered themselves down exactly when the power company killed the neighborhood……. No.

unless they have duty cycles like SWGs and the power company coincidentally timed it during an off cycle.
 
OK, looks like it has some harmonics.

Maybe remove the neutral if you can do it safely.

Trying to isolate the neutral completely looks like it would be difficult.

Maybe have an electrician do it.
