With the ground off which was the 3/8 nut, good call @Newdude the voltages were identical as before:
Water to rail: 1.9VAC
Water to deck: .56VAC
Rail to deck: 1.4VAC

If you have FiOS, I'd gather you are no longer using the copper phone lines or CATV from the street... disconnect all that garbage from your house and throw it off to the side.
His current phones come from the Fios box on the newer wire and connect in the old box to the original house wires.

Great. We have ruled out the new/old utilities. Sorry I was wrong but these were your most likely culprits if it wasn’t the electric company. Still though, progress is progress.
Now you either go back to the power co and get them to fully lift the house from the street either at the end of your driveway if they have access to it, or transformer. Maybe they did last time or maybe they just lifted one leg at a time.
Or. Go after it yourself reverse engineering style from the hot nuetral/ground bar. Pull the house ground and use your own ‘screw driver ground’ to test each wire on the bad bar. One at a time and also testing the bar with each wire off. It could be 2 or more sources. Then we know the sources.

I turned off the solar panels, ie: inverter, grid feed, and breaker in the panel.

Maybe remove the neutral if you can do it safely.
Trying to isolate the neutral completely looks like it would be difficult.

neutral out of it's snuggly tight home on the bar?
