A pump that will not prime normally has a suction side leak that is letting air in. Take a very thorough look at all the spots that air can enter before the pump on the suction side. Be sure to use Pool Lube - Further Reading on all orings, gaskets, etc.
In order to "self prime," most pump need some water in them, that's why your other pump has that pot in front of it. In the video it sounds as if there is no water in that plumbing.
Try filling the lines from the pool back to the pump with a hose while if is running and see if it starts moving water. If so, look for any leaks. Without a pot, it is difficult for a pump above the water to prime.
