Scaling or mottling?

Pool was replastered in May and has gradually developed a spotted gray pattern. I am not that upset about the look although I hope it does not get darker. But I am curious about whether this is typical mottling, whether from poor workmanship or otherwise. Or is it scaling of some sort?

Chemistry has been maintained as recommended on tfp, targeting 0 csi since a few weeks after the plaster. We still have a heavy acid demand. I did find I had a problem testing ch due to magnesium interference and it was probably higher by about 150ppm than I had thought for a couple months. Does the finish feel smooth or rough like sandpaper? Scale will feel rough.
 
If plaster is smooth it is not scale. Just the way the plaster is developing.
 
Well, it's not cool. The mottling is due to poor plaster makeup and application:


Unfortunately, there's nothing you can do about it, other than live with it.
