Salt levels in water show high, but I haven't added any salt

Just installed an Intex XTR Ultra Frame, 20ft diameter, 48 inches deep. I filled the pool with fresh water (I don't have a well I have "city water"). Like a good little boy I tested the TA and the PH. The TA was pretty high, as well as the PH. No problem, I planned for that. But the salt read at 4000ppm! I haven't even added any salt. I know they add some chlorine to the water but it shouldn't be that high! What could be causing that? Could the high ph and TA throw the test strip off? Thanks for any help!

If the fill water is from a potable source, the salt level is not that high.
Test strips are junk. To test your water chemistry you need a better test kit. With that size pool we recommend either the Taylor K2006C or TF100 from TFTestkits.net. You also should get a Taylor K1766 salt test kit.
I suggest you read ABC's of Pool Water Chemistry.
