Rusted ledge - Recommendations?

The ledge in front of my cover compartment is pretty rusted. I was thinking of using bondo to fill the holes and put a primer over the whole ledge. You can see in one of the pictures part of the pool wall at top has rusted and is pulling at the coping. Would love to hear anyone thoughts or recommendations.

The ledge is made out of five 4ft metal sheets. If I stepped on one now it would probably give. The cavity is hollow a 1 or 2 feet down to where the gravel dirt starts around to the pool walls. If I put bondo on it I think it would be strong enough to walk on if I had to but normally wouldn’t. Does that help?
 
I am more concerned about the pool wall that butts again the ledge.
 
Without seeing it myself its hard to comment. Theres different ways the covers sit against the wall, some cap the wall. Regardless bondo will not strengthen the rusted metal. Either replacing the sheets, or capping them would
